Public Knowledge and Red Tape

PAK — Publicly Accessible Knowledge: Publicly existing information becomes practically accessible knowledge only when an ordinary person can realistically discover, acquire, convert, interpret, reconcile, validate, and use it. Publishing records does not, by itself, make the knowledge accessible.

Red Tape = Permitting Agency ⇄ Authority ⇄ Capability: The permitting agency has the legislatively assigned responsibility to permit an activity—for example, an activity connected to Inherent Pollution (IP). Red Tape occurs when that agency has the responsibility but lacks the authority and/or capability to effectively protect the public, land, water, and life forms, and the required authority or capability exists outside the agency’s domain, control, or influence.
